Concern Worldwide, the Irish-based international humanitarian organisation, is currently recruiting a Programme Quality and Development Coordinator (PQDC) for its country programme in Sudan, based in Geneina, West Darfur.
This 12-month fixed-term role is open to experienced professionals with a passion for programme excellence, strategic leadership, and inclusive development.

The organisation is now seeking a senior-level team member to oversee the quality, design, and innovation of its programming in a highly complex humanitarian context.
A Strategic Leadership Role
Reporting to the Programme Director, the Programme Quality and Development Coordinator will lead on delivering high-impact, evidence-based programmes that respond to the needs of communities affected by poverty, displacement, and conflict.
The successful candidate will coordinate multiple departments and support the organisation’s commitment to values-driven, people-centred programming.
This role is key in shaping and guiding the entire programme cycle from concept to implementation, monitoring, evaluation, and learning.
It involves working closely with technical advisors, donor representatives, partner organisations, and community leaders to ensure that programmes are not only effective but also accountable and locally relevant.
Core Responsibilities
While the position spans multiple technical and strategic areas, some of the core functions include:
- Programme development: Leading the design of new projects, coordinating inputs across departments, ensuring alignment with Concern’s country strategy, and integrating key cross-cutting issues such as gender, safeguarding, and protection.
- Quality assurance: Overseeing systems for monitoring, evaluation, accountability, and learning (MEAL); supporting indicator tracking and analysis; and strengthening learning loops across programme teams.
- Grants and reporting: Managing proposal development, donor reporting processes, and internal compliance requirements, in collaboration with grants and finance teams.
- Localisation and partnerships: Supporting the identification, assessment, and capacity development of national partners; ensuring meaningful collaboration throughout the project cycle.
- Community accountability: Ensuring the implementation of robust feedback and complaints response mechanisms (FCRM) that reflect the priorities and voices of affected populations.
- Team leadership: Managing a team that includes the MEAL Coordinator, FCRM Coordinator, Grants and Communications Manager, and Partnership Coordinator—providing coaching, mentoring, and support for professional growth.
What Concern Is Looking For
This is a high-responsibility role suited to a senior professional who combines technical expertise with team leadership and strategic thinking. Concern is particularly interested in candidates who have:
- A minimum of five years of experience in humanitarian or development programming.
- Strong competencies in proposal writing, programme cycle management, and donor compliance.
- Field-based experience in fragile or conflict-affected settings.
- A relevant university degree (e.g., in development studies, economics, or agriculture).
- Proven ability to manage and mentor staff across diverse technical areas.
- Experience working with rural communities and local NGOs.
- Fluency in spoken and written English.
The successful applicant must also be willing to travel frequently to field sites and work in an unaccompanied setting.

Working at Concern
The position is classified under Grade 4, with a salary range of €45,457–€50,509, and comes with standard humanitarian duty station terms.
The selected candidate will be based in Concern’s office in Geneina, with regular field visits across West Darfur and other operational areas.
