
Andy Shuai Liu has been appointed as the new External Affairs Officer for Partnerships—Philanthropy and Private Sector at The World Bank. In this role, he will focus on fostering strategic partnerships with philanthropic organizations and private sector entities to advance the World Bank’s mission of reducing poverty and promoting sustainable development.
His extensive background in communications, stakeholder engagement, and digital strategy positions him well to strengthen collaboration between the World Bank and external partners.
Before this appointment, Andy served as an External Affairs Officer in Corporate Communications at The World Bank, where he played a key role in managing corporate communication strategies and enhancing stakeholder engagement.
Before that, he was the External Affairs Officer and Digital Strategy Liaison for the East Asia and Pacific region, where he developed and implemented digital communication strategies to amplify the World Bank’s work in the region.
Additionally, he contributed to sustainable development communications, covering areas such as urban development, disaster resilience, energy, environment, agriculture, and land.
Before joining the World Bank, Andy worked as a production manager and reporter with China Central Television in Beijing. He also served as a senior Chinese editor and English contributor for the International Journalists’ Network in Washington, D.C., focusing on media development and journalism training.
These experiences provided him with a deep understanding of media, public engagement, and global communication strategies.
Andy holds master’s degrees in International Relations and Public Relations, having studied Public Diplomacy at the Maxwell School and the Newhouse School of Syracuse University in New York.
He also earned a bachelor’s degree in Broadcast Journalism from the Communication University of China, giving him a strong foundation in media and strategic communications.
With his broad expertise in public affairs, digital strategy, and international communications, Andy’s appointment underscores the World Bank’s commitment to strengthening philanthropic and private sector partnerships to drive impactful global development initiatives.
